Many startup entrepreneurs and investors in the state of California are now starting to receive big bills in the mail for back taxes that they never expected to owe. In late December, California's Franchise Tax Board eliminated a deduction that had been available since 1993. This tax break was available to people who made money from selling stock they'd held in California-based small businesses for at least five years, as long as they reinvested their gains in other small businesses in the state. Essentially, it encouraged many people to repeatedly invest in small businesses — potentially a big deal for entrepreneurs and angel investors. Cuba continues to open up to the outside world. Its National Assembly has just passed a law to encourage foreign investment. Taxes on profits will be cut in half, from 30 to 15 percent. The aim is to raise foreign direct investment to $2 bn a year. It's part of Raul Castro's reforms for an economy that has been under a US trade embargo since 1960. Uganda does not have a clear law limiting the number of foreign staff a foreign investor can employ and in which skill sets. That’s according to officials from the Directorate of Citizenship and Immigration Control who appeared before the Parliamentary Committee on Equal Opportunities. The officials also admitted loopholes in the issuance and clearing of work permits, especially at border points. As Herbert Zziwa reports, the MPs also queried the statistics of foreigners working in Uganda that was submitted by the Directorate. Egyptian Minister of Investment and International Cooperation promised legal reforms that would support investors and minimise obstacles they currently face. This was at a meeting by the American Chamber of Commerce in Egypt. The new legislation should include incentives for investors in certain fields. There will be particular emphasis on those that create more job opportunities, increase exports or offer products that Egypt currently imports.
